“Work out” means to produce a result. Example, work out your own assignments, it means you already have an assignment but you have to work it out. That means if you already have salvation you show it by your good works. That means salvation comes first then good works follow if you are already save. The reason why you can show good works when you are already save is because Christ is already working in you.
For it is God which worketh in you both to will and to do of his good pleasure.
